A municipality keeps its own records and holds its own meetings. If what you want was decided by a town, the county cannot answer for it — and a request sent to the county will usually just stop.

Unincorporated communities in the county include Alcolu, Rimini and Silver. These have no town government of their own — records about them sit with the county or with a special purpose district.

Requesting records here

Start by naming the right body

Clarendon County, the City of Manning, the school district, the DSN board and any special purpose district are separate public bodies. Each answers for its own records. The most common reason a request here goes nowhere is that it was sent to the county for something the county never held.

Then be specific about the document

Ask for minutes, agenda packets, contracts, invoices, correspondence — with a date range and the department you think holds them. A request phrased as a question can be answered truthfully with "no responsive record."
